Update to fix CSS in cookietable affecting table headers elsewhere.

I was informed of a package name collision with a Regular Labs extension. They also have an extension named "Geo IP". So I've renamed the geoip package to eprivacygeoip

As with the previous package, it does not auto-update. That was a very expensive mistake.

Weekly updates will be generated and inserted into the repository for the System - EU e-Privacy Directive Geo IP plugin. Every week (Sunday, midnight), my site will generate a new plugin with the latest IP distribution. Expect to see regular updates in your Joomla updater.

Fixed a small bug related to the System Message display method. In some circumstances, the message show cookie was not removed on page display, causing a reload loop.

Adjusting how the GeoIP plugin interfaces. When the geoip update is not loaded, the plugin now returns a boolean false. When e-Privacy receives a false response from geoip, it assumes the IP is from the EU and displays the cookie notice.

Added writeable download directory test to geoip plugin - some sites have downloaded the update thousands of times. This is going to cost me a lot of money if I don't get users updated immediately.

Resolves issue where logged in users cannot alter consent.

Resolves issue where re-opening consent, levels do not match previously selected levels.

Removed console output from javascript which was leftover from development.

Fixed bug where some hosts could not set accept/decline access levels.

This update introduces template override capabilities or the ribbon output. To utilize this, create a plg_system_eprivacy folder within your template/html folder and copy /plugins/system/eprivacy/tmpl/default.php into it. The only absolutely necessary parts are the classes applied to the wrapper ('activebar-container') and the button classes which must contain decline and accept for the script to initiate the correct click actions.
