Suppose a visitor accepts cookies and then changed his mind. How can give him the option to delete cookies? (Like in this support forum in bottom button "remove cookies"

That's my EU e-Privacy Directive plugin - it does that automatically when properly configured. The module displays the options to reconsider and remove cookies. If you choose the module display method, it also delivers the accept/decline message.
