I see something wrong with your config. The "declined cookies" access level needs to be its own level, because users who accept cookies are removed from the declined cookies access level - which doesn't work if that level is public - all groups are a child of public.

That won't cause the module to not appear, I think that's menu assignment. It's just not going to work as expected. You can't remove a user from the Public group, Joomla won't allow it.

Just for Reporting
The problem was definitively this

This is something that i was unaware of !!
Now i will try to make it working on a live website ( first on local machine), anyway i still have a question, there is a simple way to check wich level access have the user inside a template and inside a component view ??
something like looking for the group it seems that doesn t work as i can see here from the session log
"groups": [],

in the session log the only difference seems to me this one
this for the declined access
 "registry": {
            "plg_system_eprivacy_non_eu": false
        },
this for the accepted cookies
"registry": {
            "plg_system_eprivacy": [
                ""
            ]
        },
that should be the right road to follow or you have a different suggestion?
