Here you go. One configuration, the web path to the icon. It has some sanity checks. It only runs in /administrator, only runs on HTML documents, only runs if the configuration is correct, only runs if the favicon file exists.

I did a test with another favicon put in place of the Isis favicon and your component does not change that favicon; I think I have assigned the favicon put in your component, but how?

The real meat-and-potatoes of my business is custom extension development. This little thing was a few minutes of time to me, but it's a big deal to you. In the future, if you need something really custom, I hope you come to me with the job.
