On a request from Adriano Nico Verona, this plugin now features an option to link to a privacy policy article (optional). Additionally, when linked, there is an option to suppress the modal/alert on that particular page (because the user would have to accept or decline cookies to see the privacy policy if using a modal). Link text override constant is: PLG_SYSTEM_EPRIVACY_PRIVACY_POLICY
