Those are some big claims, so I must explain that there are some caveats. 3rd party cookie blocking requires PHP 5.3 and the PHP Reflection Classes. Blocking cookies set by JavaScript requires IE8 or greater, FireFox, Chrome or Opera (probably other modern browsers as well). This plugin can prevent 3rd party cookies, but cannot remove them once they're set (due to the Javascript same-origin restriction).
This plugin and module combination aims to be the final solution to the EU cookie requirements. This plugin overrides and prevents any cookies sent by Joomla, and any JavaScript cookies from being set until the user accepts them. Many of the other EU cookie extension in the JED don't block cookies at all - or they allow the cookies to be set and then immediately unset them with JavaScript (which is cheating and will fail when JS is disabled). If you're worried about the GDPR requirements, this extension is written in a way that is fully compliant.

FREQUENT UPDATES
The popularity of this extension has exploded recently. From 2012 until very recently, this extension was running on approximately 8000 sites. In the past 2 weeks that number has more than doubled, and grows by 1000-2000 daily. As a result, I have many more environments and configurations sniffing out (and finding) bugs. So far there have been few show-stoppers that lasted more than a week. The most difficult to diagnose required that I purchase hosting from a specific host in Italy which would reliably re-create a user-reported bug. Once identified, I don't let a bug survive more than 24 hours (usually I issue an update within 1 hour unless I'm sleeping).
Another side-effect is that I receive a very large number of feature requests. Some are declined, but lately I have had quite a few that made perfect sense and were added to the extension.
Please understand that this extension will be receiving regular (sometimes daily) updates. Many of these bugfixes are for very specific host environments or very specific system configurations. If you're not experiencing an issue, it's likely that the bug does not affect your system.

The problem with having a popular extension is that others will try to take advantage of the popularity. If you have downloaded my extension from ANYWHERE but this website, you are probably getting an altered, compromised, or outdated version. Thanks for delivering another really useful addition to the J community. I have tried some of the other extensions and they all seem to have their downsides.
e-Privacy seems to be the most effective solution I have tried. It's also the easiest to install.
I have a couple of suggestions which I think would help improve the plug in.
It would be nice to have the ability to set the text in the frontend notification from the extension manager parameters, rather than editing the language file directly.
It would also be nice to have an option to assign a url or an article id for the sites cookie policy, which would then render a link in the frontend notification.
The ability to show or hide the link to the EU directive would also be a handy option to have.

I LIKE IT!! Language, no. I am sticking with language files because you can use the language manager to override the English text, and other language files to enable other languages Cookie policy link and option to disable the law link is great. Look for that in the near future.

This is a very useful plugin. I had to contact the designer because I had a problem with my template which meant the plugin didn't show up and he got back to me very quickly and explained what I needed to do to fix my template and get the plugin to work.

This is a great plugin! The most popular plugin didn't work on none of my sites, this one works perfect. There was a small problem with the language cookie and Michael fixed that in a few hours. Also the fact that it works with language files for the text makes it very easy to use it for a multi-language site. And last but not least: this is the only non-commercial cookie plugin at this moment.

Starting with version 1.6, a cookie is set to prevent display after cookies have been accepted. It is a 30 day self-renewing cookie. As far as the language files go, I'm offering this as a multi-lingual extension. I can't very well have an editable text field for every language - so I went with the language files. I wish I could please everyone... Using the language manager and overriding the English strings is really the way to go. It's easy and reliable! Best of all - it survives upgrades!

This plugin is everything is says and does. Exactly what I was searching for:
We have two different websites. One needs cookies for using shopping cart etc. Now the cookie is only set if the user agrees. Very good!
The other website doesn't need cookies at all. But joomla sets a session cookie all the time. Now this cookie is blocked. And because I didn't activate the modal message plugin and my template doesn't have a system message area, our visitors are not asked for agreeing in cookies - they just don't see it - and the session cookie isn't set at all - it's just don't needed.

I'm glad you described the way you're using it on your second site. The new version is coming soon, and I didn't design it to be used that way - but I will now make some modifications so it can be configured for use as a cookie blocker only.

A couple of small suggestions for future would be to:
1. allow back-end configuration of some of the front-end language strings, especially "PLG_SYS_EPRIVACY_MESSAGE"
2. and to be able to turn off the post-acceptance messages and buttons.
Those are only niggles really, thanks again for a very useful and nicely crafted Joomla! extension.

1. I've built this to be a multi-lingual extension - so adding a text field to allow editing of that string would be great - except that I would need to include one for every possible language. The language manager has a facility to override individual language strings. It's easy and fast and the recommended method. 2. You could add: div.plg_system_eprivacy_declined, div.plg_system_eprivacy_accepted { width:0px; height:0px } to your template css and those messages would go away...well, they would still be there and fulfill the requirements of the javascript, but they wouldn't be visible. It would work for every display method except the "System Message" method. 3. Thanks for the great review!

I also found Michael very responsive to questions and bug reports! The fixes were in my mailbox just a few hours after I submitted them. This is customer support you have to pay for at other sites (and don't receive .... )

It's working perfect! A lot of compliments for made such good plugins/modules. Only thing I want to ask for if it is possible te place a message at the position of an cookie-accepted modules. I would encourage the users to accept the cookies. At this moment they do not know what they are missing.
But this is, in my opinion, the last step te absolute perfection :)

Technically, I'm not sure how that could be accomplished correctly. There is another extension in this category that uses that approach - but while their plugin replaces the module content - it doesn't prevent those modules javascript from loading. So - while the module doesn't appear - the javascript loads and the cookies still arrive. I'm thinking about it, but until I'm 100% sure that I have a method to do it successfully, it will remain on the drawing board. Thanks for the great review!

Really pleased with this extension, does exactly what I need.
I had to mess around choosing which style to use (in my case the ribbon) and positioning, but that was fully explained in the documentation. If you are have trouble getting it to work, I suggest just trying different locations for the module (for me it was Position 2 which is breadcrumbs on my template) and the style. This is no refection on the extension, but more to do with your preference of location and template.

This extension is rock solid. Installed quickly and functioned exactly as described. The only thing I'm having trouble with is configuration to suit my site. I can't find any detailed instructions on this and I've been in an out of all the extension files, and the admin panel, without success. I want to:
1. Turn off the module title bar (none of my site modules show the coloured title bar, so this one is now standing out and looks odd).
2. If 1 above isn't possible I want to change the title from mod_eprivacy to 'Cookie Info' but I can't find any language files. Where are the language strings kept?
3. As in 2, I want to amend the language string in the ribbon, but can't find the language files to change the text.
I'd appreciate some guidance on this. Thanks. Excellent coding work on this.
I wrote to Michael and he kindly send me this reply:
"Your concerns are easily addressed. I'll answer them in order.
1. The module title placement is a function of the template. I can't control that. This is how it's configured: Within the template index.php file, is a series of statements. The display of the module depends on the structure of these statements. Additionally, you can choose the title display within the module configuration, just below the module title, you can choose "Show Title" show or hide.
2. The title - you can change it to whatever you like. "mod_eprivacy" is just what the installer names it during install - it serves no purpose other than to fulfill the requirement that the module has a title.
3. The language file for that is located in /administrator/languages/en-GB/en-GB.plg_system_eprivacy.ini
I would suggest using the language manager to override the language string instead of rewriting the language file. If you rewrite the language file, then install an update later - all of your changes will be lost. Using the language manager to override the string will survive future updates. "

I found this an easy to use extension. The instructions are clear and accurate. The various options were helpful to meet the design needs of my site.
For me, I would have liked the ability to turn off the message that appears after accepting/declining cookies. i.e I would prefer that once the user has made their choice no further messages are displayed.
I haven't yet worked out how to switch that part off - most likely due to me not reading/understanding correctly.
However functionally this extension is much better than some other EU-Directive extensions that I've seen.

This extension is fully MVC. This means that you can override the module output to omit the parts you don't want to use. You could do this by copying /modules/mod_eprivacy/tmpl/default.php into your /templates/yourtemplate/html/mod_eprivacy/default.php Then edit default.php to remove the divs with classes "plg_sys_eprivacy_accepted" and "plg_sys_eprivacy_declined" Overrides are super easy and really useful once you get the hang of them.

The code that doesn't appear in this review is for a jdoc:include statement. Since code isn't exactly allowed in reviews, I'll type it here as best I can without using the punctuation that makes it complete. jdoc:include type=message Add some quotes around message, and prefix it with a less than sign, follow it with a slash and a greater than sign - and you'll have the complete code. It should be located above/before the type=component statement.

This is a great extension that adds the cookie warning very nicely.
Took a little playing around to figure the best position for the module.
I did find that trying to hide the post acceptance message worked to a point but although the message was hidden as far as the template was concerned the space for it was still allocated causing an unwanted blank area on my site.
I solved this by placing the module in a "bottom" area so it did not affect other content
The plugin worked best in the "Page Ribbon" mode which gives a hard to miss warning across the top of the website
A little CSS sorted out alignments and now I am quite happy with the result.

I like the page ribbon too! The JS Confirm option demands that a user make a choice before they can continue - so it's a very unique option. I tried to come up with many options for display, so the site administrator had a choice - as well as styling options. Thanks for the great review!
The Best Extension Available For EU Cookie Compliance By Far!!

This extension is easily the best available for user level cookie control to comply with the new EU rules regarding cookies. It's easy to install, easy to use and will be up and running within moments of it being integrated into your Joomla CMS. On top of it's user friendly setup, it is massively customisable and has many different options to play around with to get it to look and feel just how you want it to. Then, just when you thought that would be it, the product support is fantastic and extremely fast!
So, if you've already spent money on a 'Commercial' option, you're seriously missing out as so far, nothing I have tried even comes close to this. Also, remember guys, if you like the product leave a review or even better, make a donation and buy Mike a beer!

Option to Hide "Decline" button

And if someone click on the Accept button, the page refresh it self, so the user visit is also log to analytics...

This extension is built with the MVC pattern, which allows a site owner to override the output of the module. Simply copy /modules/mod_eprivacy/tmpl/default.php into /templates/YOURTEMPLATE/html/mod_eprivacy/default.php and modify it to your satisfaction. To keep the extension operational in IE6 and IE7, you must leave the div with ID "plg_system_eprivacy" And (for the very reason you gave) as of version 2.3, the plugin auto-refreshes the page when a user accepts cookies.

I want to comply to what is necessary by law. So I started to look at e-privay plugins. Did not want to kick off spending money for something that is not that important to me (as my site is absolutely non-intrusive considering the information and cookies involved). I installed Mike Richey's plugin. Discovered some issues, sent a message to the developer, and within minutes (absolutely true) got response. And Mike started to work on it. Two days later he had sorted out several things, and improved the plugin. It was not only that he likes to help you, but he also wants to make his product perfect.
Must say, that there are some commercial plugins which look nicer. But this one really does what is promised, and if not Mike takes care of it. Of course you have to customise some text if you are critical about how you present your website's content .... who's talking...
Importantly, visitors are able to reconsider their choice on cookie acceptance at all times. This is visitor friendly, of course, and shows you are serious about e-privacy/cookie use. A job well done and ongoing progress if you run into issues.

I feel it necessary to clarify. I do not charge for my software - but I do charge for my services. My extensions in the JED are like a business card. Many of the extensions I've released were paid for by my customers, who chose not to purchase exclusive rights - or wanted the extensions released for free.

I toyed with ignoring this directive and just not have the cookie thing. I didn't like so many of the ones I saw on other peoples sites.
In the end I looked at doing it and decided on this plugin because it actually just drops into my template layout and when I used it with the cookies disabled it did no harm to some fairly complex billing and client data sections so, its now in use.

You could modify the CSS - which I provide within the plugin configuration, or you could override the output - because I conveniently wrote the extension using the MVC pattern specifically so this could be done, or you could have asked a question of me directly - which would have preserved my extension rating.

I looked at commercial EU Privacy plugins, but this non-commercial one looked really good, so I decided to give it a go. I was very impressed with not only how well it worked, but also how nicely it had been designed so it could be very easily customised. I've been able to get the cookie messages looking exactly the way I want them, thanks to the nicely designed CSS.
The other really neat future is the very granular control you have over which content is displayed to users who have either accepted, or rejected cookies. This really puts the plugin head-and-shoulders above the rest in my opinion, as it means I can effectively disable *any* third-party content on my site which sets cookies using joomla view levels, which ensures no cookies will be set for users who have rejected cookies.
The only issue I've encountered with the plugin, is when a user, who has accepted cookies, clears their browser cookie cache (but not their DOM Storage cache). This results in the plugin thinking the user has accepted cookies, but the site does not display any of the cookie-reliant content. I've e-mailed the author about this issue with a hope that there might be a fix.
All in all a brilliant plugin which does as good, if not better job than some of the commercial samples I've seen!

This is the fourth extension that I have tried, and it clearly beats all the rest for ease of use and function.
I would like to see an option to display the Accept/Decline block prominently at the top (and disappearing when one of the selections is made) with the "reconsider" block less prominently displayed at the bottom. This may be covered somewhere else in these reviews, and I'll plough through them to see if I understand them!

You might try using the ribbon display option, with the module placed in an inconspicuous place. This way, the "accept cookies" request is prominent (at the top) with the reconsider/remove is placed in a less prominent position.

The only point is that although I've created el-GR files by translating the en-GB.plg_system_eprivacy.ini file, the letters are not somehow "compatible" and strange symbols are shown in place of the greek letters.

I installed EU e-Privacy Directive today after realising that the exsting solution I had might not be good enough.
This extension covers it all. I used the the top ribbon oprion and displayed the module in my side menu section. I was able to remove /and or edit the displayed text to suit my site. I can't believe how good this is!! I included an opacity section in the ribbon CSS files which lets me see the web site header behind the cookie banner. After accepting cookies the module content updates and if I then choose to click remove cookies the module then displays a enable cookies button. Then when clicking "enable cookies" button up pops the ribbon bar again. It is just fantastic and thank you so much for this.

The package contains plugin and module so that the user can accept cookies and subsequently delete and reconsider if they so wish. Installation was straightforward. I had a few issues with configuration but the author was very helpful and supportive. I would advise anybody to read the documentation carefully - life would have been easier had I done so! The best thing to do is use the Language Manager - Overrides within Joomla /administrator. It's easy and it survives extension/joomla updates!

A very nice plug-in that I highly recommend to everyone except those who use opencart extension for Joomla called Jcart. In my case eprivacy prevented some customers from accepting cookies, so their shopping cart appeared intermittently empty after adding item to it. There was no known solution for opencart that worked to solve this. I don't need to explain how confusing that might be for a shopper, so I just had to switch eprivacy off, but still use it on other websites with no problems to report. Hope this might help some people using jcart in solving their issues with empty basket.

This worked okay and has lots of features.
It blocked Google cookies until the user accepted cookies, but all other cookies were set prior to consent.
This is probably okay in the UK where the ICO has accepted presumed consent.
But whilst the package has lots and lots of useful features, an option for presumed consent is not one of them.
I was able to get two display modes working - modal and ribbon and with the options for CSS styling this was enough flexibility.
If either a presumed consent option is added or if its improved so that it blocks all cookies as advertised (is this even possible???) I'd continue to use it.
As it is I am not sure whether it is even possible to block all third party cookies.

Regarding cookies not blocked - you may have had session cookies already present or cookies from a subdomain (which are inaccessible). I worked very hard to be certain that I was not making a claim that I couldn't back-up when I said it blocks all cookies. And regarding implied consent - yeah, ICO changed the rules mid-game and I haven't adapted. There are a few other free extensions in this category that operate only in the implied consent model, so you have options. Thanks for the review! As a developer, I can tell you that the ratio of reviews to downloads is very very low.

Good extension although not excellent as I had to go away and do some research.
I had it installed and working in seconds.
Following on from that I tested using a proxy browser and the message displayed so I went and installed the GeoPlugin mentioned. That solved that problem.
I then accepted the cookie from an EU IP and was presented with the reverse option so I wrote some fairly basic CSS to hide that once the cookie was accepted.
Overall a good extension and as the CSS dividers were separated for accepted and not accepted messages it was an easy fix to hide the message once a user had accepted the message.
Perhaps a clear form of contacting support would help for future development as this is by far one of the better Cookie Policy extensions available.

Thank you for mentioning that you were able to hide the decline and reconsider options. I made them visible because I wanted the extension to provide full circle options to the end user - they would always be able to reverse their decision. My site has a contact link visible on every page (look for the big envelope icon on the top of every page)

It should be noted that this user is using the Joomla 1.5 version of the plugin - which was discontinued when Joomla 1.5 reached end-of-life and has not been updated to provide the modern message methods of more recent versions.

Just as the title says, really. This is a simple and effective way to comply with EU regulations regarding cookies on web sites.
The process is as follows:
1) Open and read the instructions on the developer's web site.
2) Install the .zip file you downloaded
3) Enable the module
4) Configure the plugin... I used the "ribbon" which is sufficiently prominent without being obtrusive
5) Forget about non-compliance with EU regulations (whether you agree with them or not!)
I've donated to the developer(s) - I'd suggest you do the same to support their work and show your appreciation.

My extension uses standard Joomla translation files. For convenience, I placed all user-visible text in the plugin translation file: /administrator/language/en-GB/en-GB.plg_system_eprivacy.ini Copy the filename to the appropriate language folder, change its name to match the language code and translate away.

This is part of the plugin operation. Until a user accepts cookies, they cannot login. No cookies means no session cookie either. Without it, no login. Please retract or alter your review, as this is covered in the documentation.

I've several sites I created years ago in Joomla 1.5. They work fine and I have no time to invest in upgrading them.
I looked for a plugin which could easily allow me to comply with the EU cookie policy and found this one, which is still available in Joomla 1.5 compatible version.
It takes just a few minutes to download and install it, so in half an hour I have been able to put this message on all my sites.
It works as it should: just display a warning message and wait the user to click on the button.
I am a professional software consultant, and I know the effort which may be required to release a tested software.
Since this is free, I gave a small donation to the developer, hoping this will help him in maintaining his software library.

I have been using this plugin for a few years now on a couple of websites. It does exactly what it says. The only problem I have is that (novice) users do not understand they have to accept the cookies first before they can login. This is also because so many sites stick not to the rule and install cookies no matter what the user says. They simply inform the user that they are going to use cookies.
I like the approach an I like the configurability.

If your server supports it, you can hide the login form until the user accepts cookies. The process is documented on my site.

Once the user has accepted, cookies are allowed. Also, there is a setting for a long term cookie which prevents the plugin from showing to a user who has already accepted. This cookie renews each time the user visits a page on the site.

3rd party cookies are hard to control. I can block them, but once they're on your computer I can't remove them (because of the javascript "Same Origin" policy) Likely, you already had the analytics cookies and you're still seeing them. If you clear cookies for your site (and verify that you got them all) and test again, you'll see that my extension blocks them until cookies are accepted. If not, contact me through my site and we can figure it out together.

That is correct, and a great many other things may not work. For example - the session cookie is required for login and filtering operations as well. I am working on a method to identify the session cookie and isolate it from the process that prevents cookies (as an optional configuration, of course) This extension was written with maximum paranoia, knowing that government offices and officials cannot be trusted.

I have been involved in litigation over computer data (as a forensic examiner) and I don't particularly trust lawyers or politicians, especially when they claim to "interpret" a law differently than it's written. I chose to write this extension using the most strict (literal) interpretation of the law, which says users must agree before receiving cookies. Sorry about the complexity of the extension.

I will not be in any way responsible for penalties incurred for e-Privacy/GDPR non-compliance (fines of up to 4% of annual returns.) There are other extensions available to fill that niche. Only one user has reported an issue while using a Gantry based template, and it was resolved after they figured out that they had forgotten to enable the e-Privacy AJAX plugin. So, no problems for Gantry templates if the documentation is followed. I check my forums every day, and you never asked for support. The extension is still free, care to try again?

- I decided to uninstall it and now can not access admin pannel. Looks like deleting 2 plugins and 1 module is not enough to get rid of this.
